Implementation Of Ptsl And Strengthening Legal Certainty Of Land Rights Through The Harmonization Of National Land Regulations In Klaten Regency
Main Article Content
Abstract
This thesis examines the implementation of the Systematic Complete Land Registration Program (PTSL) in Klaten Regency as a policy instrument to accelerate legal certainty of freehold title certificates. A socio-legal, descriptiveprescriptive approach is applied through analysis of land laws and regulations, interviews with PTSL implementers, and document review at the Land Office and village governments. The findings show a strong normative framework, yet the effectiveness of rights protection remains constrained by institutional capacity, land information infrastructure, and local legal culture on inheritance and Letter C records. The study proposes institutional strengthening, inheritance regularisation, and more transparent adjudication procedures.
