Abstract
The appointment of an acting village head is a legal mechanism to fill a vacancy so village governance can continue. This study examines the authority of the Acting Village Head in Atoga Timur Village, East Bolaang Mongondow Regency, North Sulawesi, during 2022–2024. It aims to analyze the exercise of authority, identify obstacles, and formulate legal solutions. The findings show that unclear authority limits, dependence on local government, weak social legitimacy, and administrative constraints hinder effective village governance. Therefore, stronger regulation, accountability and supervision are needed.
